And, I suspect, the stuff they buy gets a ton of mods. The thing to remember about the Japanese, is that they are a very professional force, that does carefull studies on what they need and what is the best vehicle for the job. (and yes, technology transfers are a big issue as well.) In this case however, the Japanese were right to jump ship. Trying to turn the a 737 into a P-3 is going to get people killed. I would be curious to see if anyone did any flight envelope danger studies , about flying a twin engine 737 below 1500 feet, near its stall speed for for extended periods of time.
