How about a small fast tri-hull catamaran with 2 cobras and a pair of blackhawks? All it really needs to have is a center-line hangar structure, 2 launch/recovery pads, a ciws, and 2 25 mm turrets, 1 fore, 1 aft. have the coasties do the contract, they do it better than the navy.
